Anvil monument display

For your consideration is this small all brass anvil. Looks to be cast in one piece mounted on this, looks to be monument?  One side of this item there looks to be in a place where something could’ve been written and then looks like it was obscured on purpose don’t know the reason. Maybe that is one point that makes this little anvil mounted as a small monument different.  This looks to be cast as one piece.  This measures 3” tall.  And is condition as shown. Questions???
